Dockless bikes are becoming a scourge blocking pavements because users amass them or leave them in unsuitable way and places.
To help tackle this DOCKLESS problem there is now a reporting system you can use.

The City of London now have a live reporting form for dockless e-bike complaints:City Corporation reporting web form.

I am told that TfL, London Councils and London boroughs are developing a co-ordinated contract to manage dockless e-bikes in London to improve walkways for pedestrians, whilst increasing the quality and sustainability of services in London.

In the meantime, the City of London Corporation has set up a dedicated mailbox for the public to raise complaints regarding dockless bikes, which will allow for better monitoring and effective responses to issues raised.
